Women should feel free to count the omer as an act of voluntary mitzva performance. Ramban even maintained that it is obligatory for women, and halachic sources as early as the seventeenth century attest to women having the custom of counting.

Reciting a beracha prior to counting has been debated. Women who generally don't recite a beracha over voluntary mitzva performance would not do so here. While Mishna Berura cites a view that discourages any woman from counting with a beracha, Aruch Ha-shulchan, as well as more recent authorities, are more encouraging.
